OSEP 2020 New Discretionary Grant Awards

In fiscal year 2020, OSERS’ Office of Special Education Programs (OSEP) provided over $71.7 million to fund programs that help educate children and youth with disabilities to assist states, local districts and other organizations to improve results for infants, toddlers, children and youth with disabilities ages birth through 21.

State Personnel Development Grants (84.323A)

The State Personnel Development Grants assist state educational agencies (SEAs) in reforming and improving their systems for personnel preparation and professional development in early intervention, educational, and transition services to improve results for children with disabilities.

Personnel Development to Improve Services and Results for Children with Disabilities (84.325)

The purpose of the Personnel Development to Improve Services and Results for Children with Disabilities program is to:

  1. help address state-identified needs for personnel preparation in special education, early intervention, related services, and regular education to work with children, including infants and toddlers, with disabilities; and
  2. ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research and experience, to be successful in serving those children.

Interdisciplinary Preparation in Special Education, Early Intervention, and Related Services for Personnel Serving Children with Disabilities who have High-Intensity Needs (84.325K)

These grants are to increase the number and improve the quality of personnel who are fully credentialed to serve children, including infants and toddlers, and youth with disabilities who have high-intensity needs, especially in areas of chronic personnel shortage.

Leadership Development Programs: Increasing the Capacity of Leaders to Improve Systems Serving Children With Disabilities (84.325L)

These grants are to fund states to implement leadership development programs that recruit, increase the capacity of, and retain state, regional, and local leaders to promote high expectations and improve early childhood and educational outcomes for children with disabilities and their families by improving the systems that serve them.

Improving Retention of Special Education Teachers and Early Intervention Personnel (84.325P)

These grants are to fund efforts by state educational agencies (SEAs) or Part C lead agencies, in collaboration with local educational agencies (LEAs) or early intervention services (EIS) providers, to plan, implement, evaluate, scale-up, and sustain a comprehensive retention plan that uses evidence-based policies and practices to address factors contributing to low retention in these systems.

Technical Assistance and Dissemination (84.326)

The purpose of the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities that are supported by scientifically based research.

National Technical Assistance Center on Transition for Students and Youth with Disabilities (84.326E)

The purpose of this center is to assist states in their work to improve outcomes for students and youth with disabilities based on their particular needs. To achieve this purpose, the center will engage in partnerships with parents, families, and diverse stakeholders and empower states to pursue innovation. Further, the center will be required to customize its TA to meet each state’s specific, identified needs. This center is jointly funded by OSEP and OSERS’ Rehabilitation Services Administration (RSA).

Educational Technology, Media, and Materials for Individuals with Disabilities (84.327)

The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities program is to:

  1. improve results for children with disabilities by promoting the development, demonstration, and use of technology;
  2. support educational activities designed to be of educational value in the classroom for children with disabilities;
  3. provide support for captioning and video description that is appropriate for use in the classroom; and
  4. provide accessible educational materials (AEM) to children with disabilities in a timely manner.
